In a seething Mexican-American bordertown, narcotics agent Miguel Vargas (Charlton Heston) clashes with detective Hank Quinlan (Orson Welles) – a local hero despite his dubious intuitions and bloated bigotry – as each investigates a potentially scandalous killing.
